TIFIA at 25: Retrospective Analysis

Mercator conducted a comprehensive review of the Transportation Infrastructure Finance and Innovation Act (TIFIA) Program from its inception in 1998 through FY 2022. Our analysis assessed TIFIA’s impact on project delivery and private investment, highlighted its role in enabling P3s, and identified opportunities to strengthen the program for future transportation initiatives. 

Mercator analyzed and summarized the first 25 years of TIFIA credit assistance provided by the USDOT for 98 transportation projects through 129 loan transactions. Topics covered include congressional intent, policy objectives, legislative modifications, program trends evident through a loan portfolio review, and analyses of key technical issues related to risk management.
