  • Co-founded Mercator Advisors in 2001 with David Seltzer
  • Over 20 years of experience in government finance and infrastructure policy, with particular expertise in federal budget issues, credit policies and financial management practices (FHWA, OST, CBO, GAO)
  • Performs a broad range of financial planning, policy and program analyses for government agencies and project sponsors
  • Headed the U.S. Department of Transportation’s TIFIA credit program from its inception until August 2001
  • Served as: senior financial policy advisor in the USDOT’s Office of the Secretary innovative finance program coordinator for the Federal Highway Administration; and policy analyst for airport capital investment and air traffic system modernization proposals with the Federal Aviation Administration
  • Member of the National Surface Transportation Infrastructure Financing Commission authorized in SAFETEA-LU; member of the Board of Directors of the Public-Private Partnerships Division of the American Road and Transportation Builders Association; former member of the Taxation and Finance Committee of the Transportation Research Board of the National Academies
